Abstract: A general theory for the construction of unconditional UE(s^2)-optimal, and near-optimal two-level supersaturated designs (SSDs) is developed. The idea is to use the properties of known E(s^2)-optimal SSDs to obtain UE(s^2)-optimal supersaturated designs with flexible run sizes. Specific cases of particular interest, such as constructions from regular Hadamard matrices and from supplementary different sets (SDSs), are discussed and illustrated. In cases where optimal designs are not feasible, a modified approach is provided for generating near-optimal designs. Using the construction methods, a lot of new SSDs are presented, tabulated and evaluated with respect to different criteria.
