Abstract: For a flat manifold N and a finite group G, we give a sufficient and necessary condition such that G could act effectively on N by homeomorphisms. As an application of this criterion, we consider the following topological Zimmer's conjecture. Let M^r be a compact manifold and SL(n,Z) the special linear group.
